The 2.4 million SF New Terminal One at JFK Airport is a state-of-the-art international terminal currently under construction. This world-class facility will feature 23 gates, expansive naturally lit public spaces, cutting-edge technology, and a variety of amenities designed to enhance the passenger experience.

The terminal is being developed through a public-private partnership financed by the NTO consortium, including Ferrovial, The Carlyle Group/CAG Holdings, JLC Infrastructure, and Ullico. Design/Build services are led by AECOM Tishman and Gensler.

As part of the Capital Project Delivery team, Lehrer Cumming serves as owner’s representative and program manager, with our team providing construction management support as a subconsultant. Our scope includes oversight of civil work, as well as landside and airside roadwork, from design and pre-construction through procurement, construction, and post-construction stages. Services include reviewing bids and procurement activities, coordinating site logistics with the design-builder and PANYNJ, field coordination to support airport operations, constructibility review, and monitoring document control and cost management processes.

Groundbreaking occurred in September 2022, and the project encompasses utilities, foundations, pile installation, structural steel erection, airside paving, excavation, environmental review, and dewatering. The project is proceeding on schedule and within budget, currently 20% complete, with the first gates expected to open in 2026 and substantial completion anticipated in 2028.
